Uttar Pradesh has over 3.62 crore ration cards covering more than 14.61 crore beneficiaries across the state. The UP Food & Civil Supplies Department (खाद्य एवं रसद विभाग) manages the entire Public Distribution System through its official portal fcs.up.gov.in.

Types of Ration Cards in UP

Uttar Pradesh issues ration cards under the National Food Security Act (NFSA) in three categories:

1. AAY (Antyodaya Anna Yojana) — Yellow Card

  • For the poorest of the poor families
  • 35 kg food grains per month per household
  • Rice at ₹3/kg, wheat at ₹2/kg
  • Widows, disabled persons, senior citizens with no income, primitive tribal groups

2. PHH (Priority Household) — Pink/Saffron Card

  • For Below Poverty Line families
  • 5 kg per person per month
  • Rice at ₹3/kg, wheat at ₹2/kg, coarse grains at ₹1/kg
  • Annual household income below the state-defined threshold

3. NPHH (Non-Priority Household) — White Card

  • For Above Poverty Line families
  • Limited subsidized quota (sugar, kerosene where available)
  • Useful as identity/address proof
  • No income restriction

Note: UP also recognises the Eligible Household (EHH) sub-category under NFSA for specific vulnerable groups.


Who Can Apply?

You can apply for a new ration card in UP if:

  • You are a resident of Uttar Pradesh
  • Your household does not already have a ration card in any state
  • You have a valid Aadhaar card (mandatory for all family members)
  • You are the head of the household (or applying on behalf)

How to Apply Online — Step by Step

Step 1: Visit the Official Portal

Go to fcs.up.gov.in — this is the official website of the UP Food & Civil Supplies Department.

Step 2: Navigate to Ration Card Services

  • Look for "नवीन राशन कार्ड के लिए आवेदन" (Apply for New Ration Card) on the homepage
  • Or go to the "ePDS" / "Online Services" section
  • Click on "New Ration Card Application"

Step 3: Register / Login

  • If you are a first-time user, register with your mobile number and Aadhaar
  • You will receive an OTP for verification
  • Create your login credentials

Step 4: Fill the Application Form

The online form asks for:

  1. District (जनपद) — Select your district from the dropdown
  2. Tehsil (तहसील) — Select your tehsil
  3. Town/Village — Urban or rural area
  4. Head of Household details — Name, father's/husband's name, Aadhaar, mobile
  5. Family members — Add each member with name, age, gender, Aadhaar, relationship
  6. Category — Select AAY/PHH/NPHH based on your eligibility
  7. Address details — Full residential address
  8. Bank account — Account number, IFSC code

Step 5: Upload Documents

Upload scanned copies of:

  • Aadhaar card (front and back)
  • Passport photo of household head

  4. Submit at the District Supply Office (जिला आपूर्ति कार्यालय)
  5. The Supply Inspector will verify your application with a home visit
  6. After verification, the card is issued

District/Tehsil Level Process

The application flows through these levels:

  2. Verification → Area Supply Inspector conducts field verification
